The following criteria must be met by potential
residents:

To be eligible to live in HRG housing all applicants must meet
certain income and household criteria based on the funding restrictions
for the property. In addition, HRG uses criteria to help determine an
applicant household’s suitability for HRG housing. The following is a
summary of HRG’s standard resident qualification criteria. HRG has
different screening criteria for our subsidized units filled through our
waiting lists.
At least one member of the household must be 18 years of age or legally
emancipated with proof of emancipation.
INCOME
• All apartments have a maximum income limit. Therefore, all
sources of income must be disclosed and verifiable for all household
members.
• Applicant household income must be at least 2.5 times the rent
per month, OR applicants must have accessible financial assets to cover
the gap for the length of the lease.
• Ability to document at least 30 days of verifiable employment.
HRG has in-lieu-of criteria; please ask for details.
PUBLIC RECORD
Civil:
• Any bankruptcy must be discharged.
• No judgments involving a property management company in the past
five (5) years and no judgments ever with HRG.
Criminal Convictions and Pending Charges:
Without limiting HRG’s ability to reject an applicant for current, past,
or pending criminal charges, if the applicant, or any member of the
applicant’s household who will be living in the unit, has a record which
may fall under the below list of described criminal acts, the
application will be rejected:
• ANY felony convictions within the last seven (7) years.
• ANY convictions for possession of controlled substances in the
last three (3) years.
• ANY convictions involving methamphetamines.
• ANY gross misdemeanor or misdemeanor convictions in the last two
(2) years.
• Two (2) or more assault charges equivalent to Washington State
elements for assault IV (gross misdemeanor) in the last seven (7) years.
• ANY sex offenses or offenses requiring applicant or any member
of applicant’s household to register as a sex offender.
• ANY current charges which have not reached disposition, or if
charges are pending for any reason.
All dates listed above are based on the last date of court or
supervisory contact for the conviction. Any probation, parole, or
supervision must be completed.
RENTAL HISTORY
• Past twelve (12) months verifiable residential rental history.
Rental history can be a room rental or with roommates as long as the
applicant paid rent directly to the landlord and it can be verified.
Paying rent to friends or relatives is not considered rental history.
HRG has in-lieu-of criteria; please ask for details.
• No prior evictions or unlawful detainers in the past five (5)
years and no evictions from HRG ever.
• Outstanding debt owed to any landlord must not exceed $1,000 and
must have a current payment plan.
• No current 3-Day Notices to Vacate or 10-Day Notice to Comply or
Vacate for monetary defaults.
• No more than two (2) legal notices in any twelve (12) month
period for any member of applicant household.
Note: No victim/survivor of domestic violence will be denied
housing based solely on their status as a victim of domestic violence.
PETS
• Cats (maximum of two) are accepted at the Cambridge, Genesee,
Gilmore, Graham/Terry, John Winthrop, Meridian Manor, Olive Tower,
Oregon, Security House, Sterling Court, Stewart Court, Sunset House,
Tate Mason House, and Victorian Row.
• Dogs (small) are accepted at Cambridge, Mercer Court, Genesee,
Meridian Manor, Tate Mason House and Security House
Note: Service and companion animals require a Reasonable
Accommodation Request involving verification.
STUDENTS
Applicant households where all members are full-time
students are eligible at the Annapolis, Cambridge, John Winthrop,
Kingway, Meridian Manor, Olive Tower, Oregon, Sunset House and Vine
Court. They are also eligible for certain units at the Adams.
Applicant households for all other HRG properties (not listed above)
where all members are full-time students must meet one of the following
exceptions:
• Married and filing a joint federal tax return with spouse
• Single parent with a minor child and neither are dependants of a
third party
• Receiving benefits under Title IV of the Social Security Act
(e.g., TANF)
• Enrolled in a job training program funded by State or Local
government
• Previously under the care of a state foster care system.
DOCUMENTATION
• Valid driver’s license or other government-issued
picture identification. Photo ID not required for minors.
• Social Security cards for all household members must be
presented at application.
• Most recent pay stub from employer, if employed.
Fees and Deposit Schedule:
- $26.00 non-refundable Screening Fee payable by Money
Order, Cashier's Check or Personal Check, no cash accepted, for
each adult applicant.
- Full Security Deposit payable by Money Order or
Cashier's Check only, no cash or personal checks accepted, is
due within two business days following notification of an approved
rental application. Only half of the security deposit will be
returned should you decide to cancel your application. The
amount of deposit depends on unit size as follows:
